		<description>Mr.SURESH is absolutely correct in his observation. History repeats itself. I only recall our experience of IRDP loans in seventies for priority sectors in nationalized banks . An identified beneficiary borrower would avail, utilizing the system loopholes , multiple loans from all nationalized banks  In prder to achieve physical and finacial targets set by Govt. banks too ignored all basics and extended multiple loans knowinglyor otherwise. Later came the  concept of service area approach of lending to avoid multiple loans to same beneficiary. That too was circumvented due to enormous work load and multiple agencies involved in the process.</description>
